Pennsylvania man jailed; 3 kids found alone, toddler caged

According to police, they went to the home of Cecil Kutz, 37, in the 300 block of Chestnut Street in North Manheim Township, along with a representative of Schuylkill County Children and Youth Services to check on the welfare of the three children, after receiving a tip call.

(Pottsville) - A Pennsylvania man locked his 22-month-old son in a makeshift wooden cage and left the boy alone in a hot house with his two younger siblings, including a sister born hours earlier, police said Thursday.

Police say they arrested Kutz when he returned home. A 22-month-old boy was found locked inside the homemade cage that was was "constructed from plywood and lattice [with] a door on it which was locked from the outside", the station reports, citing an arrest affidavit. "You have to feel for these kids". There is no good reason. "He told me he's done it in the past, that it's not the first time he put him in that contraption", Robin said.

According to investigators, Kutz's girlfriend delivered the baby girl at home on Tuesday and went to the hospital Wednesday morning after suffering complications.

Two other children - a one year-old boy and a one day-old girl - were also alone in the home.

EMS transported the baby girl to the hospital for evaluation.

As for his girlfriend Tiffany George, state police say more charges possibly directed at George could come as the investigation continues.

The father Cecil Kutz remains in Schuylkill County prison on $25,000 straight cash bail.

All three children were taken into protective custody.
